Pop up "Configuration" Bar Issue

With one of the latest core releases, the configuration bar (where you can edit blocks, pages, etc) went from being solid on the bottom to being a pop up bar. There are multiple cases where a pop up on the page goes to the bottom of the screen and the submit button gets covered up by that configuration bar, you are unable to click on the button.

For what it's worth, it seems like the bar shouldn't even be available as "general" staff don't have access to edit any blocks..........it looks like it's a problem with the smart search block and the login status block at the top of every page

I ran into this issue as well. Can you post a link to the page were you seeing it on? I think it should be a quick style fix.

The admin bar at the bottom has a z-index that is too high, so when the submit button is a the very bottom of the page the admin bar appears and covers up the submit button.

FIX:

Lower the z-index of the admin bar
