NPM not work NET::ERR_CERT_INVALID after restart service

NPM blocking all traffic after restart

• we have setup NPM with docker, tested 2.3.0, 2,3.1, 2.4.0, environment AWS, Aliyun

workaround:

• in admin interface, resave all proxy configurations, then start working again

Steps to reproduce the behavior:

1. restart
2. access any domain behind NPM
3. NET::ERR_CERT_INVALID
