(Scanner) emit a new stat event when the verbose option is set

The goal would be to emit a new stat event with the Logger in StatsCollector with the execution time and the name of the stat in the payload when the verbose option is set to true which would help us to implement NodeSecure/cli#654.

No need to emit an event when an error occurs since it will already handled here #636
