Updates the project dependencies to align with the latest Intermediate
Representation (IR) definitions provided by crucible_ir v0.2.0. This ensures
compatibility with other components in the North Shore AI ecosystem that rely on
the updated experiment and dataset structures.

Modifications:
- Update crucible_ir dependency from ~> 0.1.1 to ~> 0.2.0 in mix.exs
- Increment application version to 0.5.3
- Update mix.lock with new package checksums
- Update installation instructions in README.md
- Add release notes to CHANGELOG.md
