Added the PartsPage overview component

Notes

• I created utils functions for getting a reviewer's reviewing status, review status of the part to string, and review status to color. I just have them in the PartPageOverview.tsx for now but they should probably be somewhere else if they'll be utilized elsewhere.
• I initially tested the component in replacement of the parts review page in a specific project's page but reverted back to normal so this page will not show up unless it is placed back into some part of the frontend. The test cases in the part-review.api.ts are also reverted back to normal.

• Problem: the reviewer's status (the dot) gets squished at minimum width when the sidebar is enabled. I'm not sure how to fix this.
