implemented everything to do with sponsor tiers

Changes

• added sponsor tier table in admin tools
• added ability to add edit and delete sponsor tiers
• added dollar amount threshold for each tier and sort by that number

Notes

• added a new migration since migration was already done on prod.
• these could prob be hard deleted but it doesnt really matter imo
