As a user I want to be able to buy a top up without having any subscription

2 use cases:

• on onboarding I want to be able to become live user by buying a topup.
• once my subscription gets cancelled, somehow, I wanna be able to go live again by buying a topup.

Currently, if your subscription gets cancelled, I cannot use your topup credits. Reevaluate.
