up arrow invisibly blocks you from being able to click on "close" if it overlaps with the "close" link

Steps to reproduce

• visit https://en.wikipedia.org/wiki/Special:Contributions/Novem_Linguae with the below screen width and skin
• click on the talk "log" link
• make sure the "close" link is right underneath the "log" link
• try to click the "close" link

What happens?

• most of the link is invisibly blocked from being clicked on. nothing happens

What should happen instead?

• able to click as normal

• my hypothesis is that the little arrow icon is blocking the close link somehow, even though it's not visible. example of the arrow icon, in this case below "page notice":
