Add a `ping` option to quickly ping a service through `netpulse`

The CLI can either wrap the existing ping command, but that'll only work on linux systems. Thus, it is essential to implement the pinging system from scratch

netpulse can now use ping, although this could use more options (i.e. provide the user with the ability to supply more command line flags to the ping command), it'll be rather pointless to do so, it's better to keep it simple :)
