This reduces the ATF footprint in building
NuGetGallery.Servicesnet6targets. Targetingnet6in these libraries is generally sufficient to not deploy framework binaries in their nupkgs, however some are still included (e.g. MarkdownMailer) but are not problematic for this targeting work.
