[16.0][IMP] hr_payroll_document: Stable development status

the module is here since a lot (almost 2 years)

and it meets all the requirements for being stable:

• Must at all times follow the OCA coding standards and ensure CI
  green builds (coverage is optional).
• Must be correctly installed by the OCA Runboat, without conflicting
  with other installed modules, allowing people to try them.
• Must have some tests.
• Must depend only on Stable and Mature modules..
• Two peer reviews and a review period of at least five days are needed
  for merge. The review period can be shorter if three or more
  reviewers approve the PR.
• Must have code formatted
