When installing requirements It taked a lot of time, 255 packages downloaded .

To Reproduce

Affected versions:
odoo 18.0 (2026-04-13 git version)
I installed requirements of some OCA resps before in this order:

• account-financial-tools
• account-financial-reporting
• report_substitute
• server-ux
• account-reconcile
• mis-builder
• web
• dms
