I think this file is generated by Weblate so it can be removed. Correct me if I'm wrong

Correct, Weblate is responsible for updating the translation files, so it should not be deleted, as this only adds an unnecessary diff to the migration commit.
At most, regenerate the .pot and update the translations if necessary.
The .pot file is responsible for generating the rest of the translation files in different languages *.po.
