A series of ORM data models were develop for the ODM2.1 schema to support our various development efforts. These models are now being leveraged in several code bases, so it make sense to abstract the models out into their own repository that can be installed as a dependency for the other projects.
This PR includes the models and supporting configuration to build the package and release it to PyPI.
