Release OGSpy 3.3.9
Updated the GitHub Actions release workflow to use the correct ref and latest codacy/git-version action. Added missing DROP TABLE for ogspy_mod_user_config in the SQL schema. Fixed Universe_Model to wrap escaped keys in backticks for SQL queries. Minor formatting adjustment in VSCode launch configuration.
