Update release notes to include ping ponging turned off by default

Feedback from U of Arizona that ping ponging is now turned off by default in 3.1.9 now defaults to 5 minutes which is a big change to their user base. The person providing feedback pointed out that there was nothing in that section of our documents that call out this "breaking change."

Documentation has been updated to reflect in 3.1.9 it changed
