Updated changes.md to note v0.2 tag. Added text from github release.#55

Clarify the split, update the list of other files, and general cleanliness.
Re-format the contents to be more readable, and update from release notes.
Have it copy the license, notice, readme, and contributing into the Assets dir as well.
Reflect the removal of Managed-OSVR from this repo, etc.
