Deprecate the unix and windows FileBehavior of recurse_direction = 'up'

This is an unused feature of OVAL that is just adds time and money to any OVAL interpreter supporting the spec. We have removed this feature from any of the OVAL test content for SCAP 1.4 self-verification and propose officially depreciating it from the spec.

To my knowledge it has never been used in any production content, we have only seen it in educational test content designed to test every feature of OVAL.

@balleman-ctr and @jspearman19 just checking to see if there might be future need for this? Just trying to decrease complexity of OVAL when it comes to unused features that then need to be supported and validated.
