create shell script for publishing

Create a shell script which will:

• package objectiveai-ensemble and objectiveai-ensemble-js
• publish objectiveai-ensemble and objectiveai-ensemble-js to crates.io
• generate JS pkg for objectiveai-ensemble-js
• rename the name in package.json to "@objectiveai/ensemble"
• ensure that the LICENSE file is in the pkg
• make other modifications to package.json as needed
• publish JS pkg to npm
