Which users should be able to view which insights?

See title, flow needs to be discussed right now only admin can generate and view insight reports afaik.

Agent authors and component authors should be able to view their insights.

And upper management too

admins can make a report for an agent, the insights will be generated from all traces of that agent created by all users (e.g. if me and hari are using one agent and admin creates a report, the insights will be from the traces generated by both me and hari)
