I could reproduce the problem in the latest build

What happened?

Slow API response for `/tenants/variables-missing' is causing issues with the following actions:

• Loading tenant overview page
• Save tenant variables from the tenant page
• Project Dashboard for projects with tenanted deployments enabled

Reproduction

• Create 100 projects
• Create 100 tenants
• Connect all projects to all tenants
• Create 100 project tenant template variables
• Create 100 library sets
• Create 100 library set tenant template variables
• Observe `/tenants/variables-missing' API call taking 1 min+
