Remove SqlTableStatisticsContributor and TargetMetadataContributor from the snapshot telemetry subsystem

These two telemetry types are no longer used, so they are being removed as part of re-purposing the snapshot telemetry subsystem for the V2 execution pipeline self-hosted rollout.
