Deleted Process Template can be added to a project's process

What happened?

After deleting a process template, the template is still selectable in the process templates tab while adding a step to a project's deployment process.

I've ensured all snapshot references to the template have been deleted, and the ocl file is deleted, yet you can still add the deleted process template and deploy.

Reproduction

1. Create a process template
2. Delete the process template
3. View the template in the project's add step menu
