When waiting on Argo CD PR's, if there are multiple, only the last PR is waited upon

What happened?

When waiting for multiple pull requests created as part of an Argo CD deployment, Octopus only checks and waits on the status of the last pull request created, instead of all PR's.

Reproduction

1. Create an Argo CD deployment with multiple Argo CD applications + wait for PR enabled
2. Run deployment and get to waiting
3. Close or resolve the last PR (not the first)
4. Note that the deployment now completes, even though the first PR is not completed
