I updated iis-website-encrypt-webconfig-section to support specifying an encryption provider and also to allow encrypting files other than the web.config (hence the rename / delete).

Updated this pull request to affect "IIS Application Create"... now updates the Application Pool name if the application already exists. |
Tweaking to accept IIS auth input like "Windows, Anonymous" to enable both.
