chore: bump version to 0.1.6 for PyPI release

Summary

Bumps the package version from 0.1.5 to 0.1.6 in both pyproject.toml and src/argus/__init__.py. This release includes the FormData support, custom field names, direct API targeting, and persistent API key config changes from PR #53.
