Description

This PR fixes the 'Reply to' and adds the user email.

Main changes explained:

userHelper.js

• Modified the function that handles weekly blue square assignments to have reply_to field as the user's email.
• Modified the function that notifies a user when a single blue square is assigned to have reply_to field as the user's email.
• Commented out the constant 'REPLY_TO' - not required now.

How to test:

Please refer to PRs #1809 and #1777 for testing instructions.

1. When referring to 1809 (uses Mailhog+SMTP) - create the test file, run it and check for the weekly emails.
2. When referring to 1777 (uses GCP+Google oauth) - test via postman, assign a single infringement and check for the email in your inbox.
