Koushica - Hotfixes due to style changes and added Cmd/Ctrl + Click for the Reports Icon

Description

Fixed the below issues:

1. Disoriented tick icon in the Tasks tab
2. Misaligned input field on the Blue Square page
3. Left-aligning tasks on the WBS page
4. Disoriented initial Goal Timer in the Timer modal
5. Reports now open in a new tab on Cmd/Ctrl + Click (preserves browser behavior)

Use the development backend and my current branch for the frontend.

Main changes explained:

• Updated JobFormBuilder.css and BiddingOverview.module.css to fix layout and style issues impacting multiple areas.
• Added logic to support Cmd/Ctrl + Click to open Reports in a new tab, while keeping in-app navigation for normal clicks.

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to dashboard→ Tasks→ task→…
6. verify function “A” (feel free to include screenshot here)
7. verify this new feature works in dark mode
