Revision of Nav Bar from phase III with new requirements:

Main changes explained:

• All of Phase 3 should share the same navigation bar no matter which page of Phase 3 the user is visiting.
• Should include dropdown access to all key pages of Phase 3
• Must be behind the Phase 3 special login wall
• Must not affect or change the nav bar for any other phases
• Must include all URLs listed as part of /communityportal
• Pages that don’t exist should link to the “[Page Does Not Exist]

How to test:

check into current branch
do npm install and "npm run start:local" to run this PR locally
Clear site data/cache
log as admin user
Go to http://localhost:3000/communityportal
Verify the normal functioning
