Summary

Update CI workflow to publish to Maven Central instead of GitHub Packages
Use Central environment for secrets
Add GitHub Release creation on tag push

Secrets required in `Central` environment

MAVEN_CENTRAL_USERNAME
MAVEN_CENTRAL_PASSWORD
SIGNING_KEY
SIGNING_PASSWORD
