Can an OXP change the main display in something like that manner that the cloaking device does?

Recently I loaded a commander that has a cloaking device. I have not used the cloak for a long time. I find that, on some recent build(s) of the game, the cloaking effect is very nice indeed! I'd like to use a similar effect - but, for one thing, in red - for the 'radiation' in my InterstellarTweaks OXP. Can someone tell me whether I can do that and, if so, how, in outline, I do do it?
