Describe the Issue

" Provider Setup:
--- I need to visualize this a bit better, but the big gap right now is that there's very little visual connection between switching providers that exist vs adding a new one vs editing. the state management can get a bit wonky (like I can be editing it and try "testing" even though I haven't saved, etc., which feels unclear) -- will dig into it more."

Proposed Enhancement

• Instead of seeding providers we should have a setup wizard, that guides use through config. Having the partially filled providers on startup seems confusing
• Fix issues with edit config states
• Make the soft check not pop up the modal

When opening the modal, there's a hidden box at the top right that's clickable to close the modal. It probably just needs to be removed. Pic below when a mouse hovers over it:
