chore: remove auto-merge.yml

Removes the Wave 0 auto-merge workflow. Merge is operator-driven via the /merge command — the auto-merge gate used a stale level-0/1/2/3 taxonomy that the pipeline replaced with auto:auto-fixable / auto:requires-human / stage:*. Org-wide protected-main ruleset (id 11439705) continues to enforce approval + linear history + CodeQL gates.
