Use acrylic for start menu glass on Windows 11 #2340

On Windows 11, the start menu glass effect does not work because Windows 11 removed the APIs that Open-Shell currently uses. Using acrylic material would resolve this issue.

Modify the start menu glass to use acrylic material on Windows 11.
