Shell Not Working In Certain Areas

To Reproduce
Steps to reproduce the behavior:

1. Use Windows 7
2. open any program
   or
3. move the taskbar anywhere except bottom
   some areas not working

Expected behavior
Works Without Gaps In Taskbar
