Introduce the Vulnerability API client #197
Description
Problem to Solve
pyoaev contains a client for the CVE API, which has been deprecated for a long time now (it says since OpenAEV 1.19 but that means 2.0).
The python lib should contain a client for the replacement API "Vulnerability".
Current Workaround
The CVE API works fine and we don't plan on retiring it before this here feature is implemented and propagated to all Filirgan callers.
Proposed Solution
Implement the Vulenrability API client with functional parity with what is possible to do with the existing CVE API client.
