[BUG][kotlin-client] API Update does not work if you use `useSettingsGradle` added after v6.5.0.

Description

If useSettingsGradle, a property added to kotlin-client since v6.5.0, is set to true, API changes will not be reflected with the ./gradlew openApiGenerate command.

However, it works fine for the first code generation.
