[haskell-http-client] fixes for GHC 9

• update stack/deps to LTS 18.10 for ghc-8.10.7
• fixes for GHC 9
• update samples

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
