Adds a link to
docs/debug_rag_workflows_zh.mdin the English README,mirroring the entry that already exists in
docs/README_zh.md.Why
The Structured Debugging Guide is currently only discoverable from the
Chinese README. English readers have no entry point to it from the
top-level README. The link is labeled "(Chinese)" so that the language
is explicit; an English translation can be added as a follow-up.
