Can't drag again after dropping a box on a different sized box

Reproduction of the bug is possible using the ltGridOnly demo in lg mode.

If I drag the #2 box over the #1 box, I can't do any other drag operations afterwards.
It seems that when dropping a bigger box on a smaller one, it creates empty regions and then can't respond anymore.
If I drag box over one of the same size, then I can drag again.
Is this normal? I have to refresh the page to correct the issue.

I just tried with Firefox 63.0.3 and IE 11 and it's working fine with both.

Humm... the issue seems related to my VM on RDP.
I tried running with same version of chrome on my physical desktop and it's working fine. But when I try through remote desktop, then it's not working anymore.

@soulfire03 Try it out without any extensions, in incognito etc. Check for any issues in the console, as well.

Same thing on incognito without extensions.
But since this only happen through RDP, this is less of an issue for me. Would be great to fix, but not urgent.
