Today, the `patch` task always builds. In some cases (CI), the workflow needs to patch, update, then build. This allows that by passing `--no-build`. The default behavior is unchanged, which is to build after patching. Signed-off-by: Michael Kubacki <michael.kubacki@microsoft.com>
