The average power of NREL 5MW turbine is consistently more than 5MW, is that correct?

We are conducting a pitch control study based on a NREL 5MW turbine with a GSPI controller. Under normal circumstances, an average power fluctuating around 5MW would be more realistic. However, we found that the average power of NREL 5MW turbine is consistently more than 5MW (about 5.2MW) under turbulent wind speed with 18 m/s. Is this result correct? If not, could it be due to the controller? How should we adjust it?
