New User Creates Workflow from Blank Slate

As a new user starting from an empty canvas,
I want to describe what I need in plain language,
So that I get a working workflow with structure and job code without manually configuring each step.

Acceptance Criteria:

1. User types a natural language prompt describing desired workflow
2. AI generates workflow structure AND job code for each step
3. "Generate Job Code" checkbox is checked by default; unchecking produces structure only
