Projects: fuzzy match project identifiers within a workspace

There are several times when we need to get a Project within a workspace by some identifier

The identifier could be comprised of the id, the alias, and/or the domain. Maybe we should support UUID although it's hard to imagine humans using it (what about a fuzzy UUID match?)

I think we need a small epic called "fix project naming and aliasing in the CLI", which includes this, openfn alias, and #1024. And maybe "make sure that openfn projects makes it clear what my valid project namesare".

Because while they might be different stories they're all related, and they play into the same user story: which is "allow me to easily reference local projects by name without using UUIDS or full project names"
