[P1] '@openfn/project' does not provide an export named 'detectVersion'

CLI isn't working, which is causing Github Sync to fail in production. That makes this a P1 issue.

To reproduce, execute a fresh install and try to run openfn test

This is a release oversight. in the recent release @openfn/project was also changed but its version wasn't bumped up. so the new release of CLI is bundling with an old @openfn/project which doesn't export that file CLI is looking for.
