sandboxes: UI to show the active sandbox #3413

We need a clear but unobtrusive UI to show users that a sandbox is active.

This is super important because there's a danger that a user can look at a workflow without realising that they're looking at a dev (or even prod) environment

Concept for active sandbox:

Obviously size, padding, spacing and styling needs adjusting, just blocking in ideas. The icon is deliberately obnoxiously large.

Note that the breadcrumbs now include the sandbox name

Should we make all button colours match the sandbox colour? Probably? Looks odd to have both, and it'll help continually reinforce the sandbox mode.

Concept for main Project (note that the sandbox stuff "collapses" to a link)

I am considering removing the "Projects" link from breadcrumbs as it is redundant

The inspector needs updating to include banner showing the current sandbox. Not terribly elegant but good enough for now.
