Support custom webhook response in the provisioner

#4597 adds support for :before_start and :after_completion.

This should touch 3 places:

1. Workflow import via YAML, Copy workflow as YAML, Workflow templates
2. Project YAML download via the provisioner
3. Project state download via the provisioner
