Add prompt enhancement menu to chat composer

Summary

• Added a prompt enhancement dropdown to the chat composer so users can quickly rewrite prompts with common guidance patterns.
• Included preset transforms for specificity, clarity, constraints, examples, testing, and reasoning.
• Wired the enhancer into ChatView next to the file attachment button and disabled it when the prompt is empty.

Testing

• Not run
• Manual check: open the chat composer, enter a prompt, and verify the enhancement menu appears and applies the selected preset.
• Manual check: confirm the enhancer stays disabled when the prompt is empty and that applied items are marked as selected.
