fix(i18n): create pr for i18n_sync

Summary / 摘要

之前自动生成的i18n会自动push到main分支，但由于规则限制，导致push失败，i18n无法同步到 crowdin，给开发维护带来困难。

本次改动将自动push到main分支改为pull request，解决这个问题。
