Release 20.17.0 delayed

20.17 should be releasded months ago, but ... I still struggle with the death of my dog and was not in the right mood to wotk on OM at the beginning of the year. However ...

Roadmap

• finish rector stuff (only few rules to check left .... i review everthing b/o possibly bugs in rector - wait for rector 2.4.1?)
• handful fixes w/o open PR

.17 is a pretty epic release, nice work getting all of that out (and a week early!)
